Hun Sen Library Rules and Regulations The Hun Sen Library, Royal University of Phnom Penh has a large collection of books, journals other resources available for University staff and students and the general public. All Library users must respect the Library’s rules, as outlined below. Article 1: Hun Sen Library is open from: Monday to Friday: 7:30 a.m. to 5:00 p.m. Saturday: :00 a.m. to 4:00 p.m. The Library is closed: Sunday and on international and national holidays Article 2: Hun Sen Library welcomes all students, faculty members and researchers, and the general public to become Library users. Article 3: In order to enter the library or borrow books, library users must hold a librarycard. Librarycards are issued by the library and need to be renewed annually. When entering the library, the library user must show his or her card to the attendant at the front entrance. Borrowing another person’s card in order to enter the library is not allowed. Article 4: Before entering the library, library users must deposit their bags with the attendant at the front entrance. Valuable belongings should not be left in bags, since the library will not responsible for any lost or missing items. Article 5: Library card holders may borrow two books at a time and the books must be returned within 14 days. In addition to obtaining a Librarycard, users from outside the Royal University of Phnom Penh must pay a refundable deposit of US$ 20 in order to borrow books. Article 6: Library users must return all borrowed books or materials on or before the date due as stated in article 5. Overdue books or materials will attract a fine of 500 Riel for each day overdue. Failure to return books will result in suspension of borrowing privileges until outstanding loans are returned. Article 7: Library users may renew books by returning them to the Library and having the books reissued. Books may be renewed twice only. Article 8: All Library users must agree to keep books safe and return them to the Library in good condition. Library staff should check page numbers, illustrations or maps before items are loaned. Users should report any damage or torn or missing pages to staff at the circulation desk. Library users caught defacing or damaging books will receive 2 warnings. If the problem persists they may be barred from using the Library. Article 9: Library users will be held responsible for the replacement cost of any damaged books. Article 10: Books or materials from the Reserve, Reference or Serials Collections (including magazines and newspapers) are not available for loan. Up to 1 chapter or 10% of any book, magazine, or newspaper can be photocopied in the library for a small charge. Article 11: In certain situations, long term loans may be approved by the Director of the Library. Article 12: Books and materials in the library inventory cannot be withdrawn or transferred to other libraries. Article 13: Before the final examinations at the end of each semester, all students must return all Library books and materials to the library. The Royal University of Phnom Penh will not issue a diploma to students who do not comply with this article. Article 14: While in the Library, all Library users should work quietly, be well behaved and observe the dress code. Smoking and eating are not permitted in the library. Library users must keep the library clean, avoid kicking against the walls, and refrain from spitting, dropping rubbish or writing on tables or books. Article 15: After use books should be left on tables, or book trolleys for reshelving by Library staff. Article 16: Hun Sen Library staff has the right to check any library user if they suspect them of stealing books or materials. Article 17: Anyone caught stealing or damaging Library books, will not be permitted to enter the library for two months. Persistent infringement against these rules can result in permanent exclusion from the Library. Article 18: These library rules and regulations are effective from the date of signing by the director.
